Published: November 5, 2026 Live CMS resource:Plan Year 2027 registration and training

Quick takeaways

  • Link your Login.gov or ID.me credentials to your CMS and MLMS profiles before requesting the training role.

  • Enter your individual NPN only in the individual NPN field. Incorrect business-field entries may affect issuer compensation or credit.

  • After completing training and agreements, check the registration tracker and RCL. Do not assume the certificate alone confirms completion.

Plan Year 2027 Marketplace Open Enrollment runs November 1 through January 15. Complete registration and training before assisting consumers with Marketplace enrollment.

This guide follows the CMS returning-agent tipsheet, updated September 2026. It is for agents and brokers who completed Plan Year 2026 Individual Marketplace registration and training. This includes agents who participated in the Individual Marketplace for the first time in Plan Year 2026. Eligible returning agents can complete a shorter curriculum for Plan Year 2027.

Before you begin

Have your CMS Enterprise Portal password ready. Confirm that your Identity Management (IDM) password is current and works. You need either a Login.gov or an ID.me account; you do not need both.

Use only your own FFM User ID. Never share your credentials, passwords, or multi-factor authentication (MFA) details.

Step 1: Create and connect your Login.gov or ID.me credentials

If you already have Login.gov or ID.me credentials, use the account you plan to connect. Otherwise, start at the CMS Enterprise Portal and select Sign In. Select Continue beside Login.gov or ID.me.

Complete the identity-proofing process to verify that you are the account holder. For Login.gov, enter your email address and follow the prompts. For ID.me, select Create a wallet, enter your email address, and follow the prompts.

After setting up your account, connect your verified information to CMS. Review and confirm the information, then select Agree and continue.

When you return to the CMS Enterprise Portal, select Start linking new sign-in option. Select Sign in beside the IDM User ID option. Review any profile updates, select Continue and link, and then select Continue to IDM Home. This connects your new sign-in method to your CMS account.

Step 2: Link your MLMS profile

Sign in to the CMS Enterprise Portal using your new Login.gov or ID.me credentials. Select Start linking new sign-in option, then select Sign in beside IDM User ID.

Review the profile updates. Select Continue and link, then Continue to IDM Home. Linking both sign-in options is optional; linking one is required.

Complete this link before requesting the Agent and Broker Training Role. Skipping the credential-linking steps can block access to the role and the Marketplace Learning Management System (MLMS).

Step 3: Request the Agent and Broker Training Role

In the CMS Enterprise Portal, find Select an Application and enter Fed in the search bar. Select the Federally Facilitated Marketplace (FFM)/Request for MLMS Training Access tile, then select Next.

Read the terms and conditions, check I Agree, and select Next. In the Select a Role drop-down menu, choose Agent Broker Training Access.

If you have not linked your credentials and MLMS profile, return to Steps 1 and 2 before continuing. The role is required to access MLMS training.

Step 4: Complete your Agent and Broker profile

Select the Marketplace Training - Agent Broker tile, then select MLMS Training. Choose Agent Broker as your user role. Choose Non Agent Broker only if you do not intend to assist consumers with enrolling in Marketplace coverage.

Set your preferences for display on Find Local Help and Help On Demand. Review and save your business and professional contact information.

Enter your National Producer Number (NPN) carefully. Put your individual NPN in the individual field, not in a business or web-based entity field. One individual must act as the authorized representative for any business or web-based entity.

Check every NPN field before saving. CMS warns that inaccurate NPN information, including copying an individual NPN into business fields, may result in an issuer denying compensation or credit.

Step 5: Complete the returning-agent training

MLMS automatically enrolls eligible returning agents in the condensed Plan Year 2027 curriculum. From View Your Transcript, confirm that the curriculum appears with Active status. Select Open Curriculum and complete the required courseware, including exams.

You can also add optional training, such as the SHOP (Small Business Health Operations Program) module. Complete the required curriculum and exams before moving on to the agreements.

Step 6: Sign the required agreements

Open each required agreement. Read it, then select I Agree. Complete this step for every required agreement shown in MLMS.

Step 7: Confirm your registration and save your certificate

From the MLMS landing page, select Your Transcript. Choose Completed from the status drop-down menu, then select View Completion Page. Print your Plan Year 2027 certificate for your records.

Then confirm your status in both places:

Your Find Local Help listing may take up to three business days to appear. If your NPN is missing from the Plan Year 2027 RCL after completing registration, email FFMProducer-AssisterHelpDesk@cms.hhs.gov.

Keep the certificate, but do not use it as your only status check. Confirm your information on the tracker and RCL. CMS also notes that agents must have an approved health-related Line of Authority in their resident state to access Marketplace systems and assist with Marketplace enrollment.

Complete the checklist before helping consumers

Before assisting with Marketplace enrollment, make sure you have:

  • Linked your Login.gov or ID.me credentials to your CMS account and MLMS profile.

  • Requested the Agent Broker Training Access role.

  • Completed your profile, required training, exams, and agreements.

  • Printed your Plan Year 2027 certificate.

  • Confirmed your status on the tracker and RCL.
